tax in italy

I need some advice on how to do taxes in Italy.
I know that income tax in Italy is crazy high. Is there a way around paying such high tax? Can one just pay U.S. Tax on income earned?
And for banking needs would it be best to use an off shore account?
Any help in this area would be greatly appreciated.
